COU Terminal Project Timeline

This page shows a general timeline of the process to construct a new terminal at Columbia Regional Airport. A green box and paper airplane indicates completed step. A purple box and paper airplane indicates the step is in progress.  A blue box and paper airplane indicates future steps. Future event dates are only timeline place holders and do not represent an actual start/completion date. The timeline will be updated and future events will be updated with actual dates as they are known.

    Project begins 2, 2015

    March 2, 2015 - Columbia City Council Authorizes Parsons Brinckerhoff (WSP) to Develop Terminal Area Master Plan (TAMP)

    On March 2, 2015, the Columbia City Council approved council bill B45-15, a contract with WSP to develop a TAMP, Stormwater Master Plan and Airport Layout Plan (ALP) update.

    February 15, 2016 - WSP Provides Update to Council and Airport Advisory Board

    At the February 15, 2016, Columbia City Council Work Session, WSP provided a status update on the report titled, “Terminal Area Master Plan City Council Briefing.”

    March 22, 2016 - TAMP Interested Parties Open House

    WSP hosted an open house on Tuesday, March 22, at the Activities and Recreation Center (ARC) to provide updated information on the study and accept public comment.

    May 2, 2016 - WSP Presents Update and Recommended Terminal Location Options

    On May 2, 2016, WSP presented the City Council with the Columbia Regional Airport Terminal Master Plan update, and the Columbia City Council supported Alternative 2.

    October 2, 2017 - TAMP Completed by WSP and Submitted to the Federal Aviation Administration for Approval

    In October of 2017, WSP presented the TAMP to the City of Columbia.     November 30, 2017 - FAA Gives Conditional Approval of the TAMP and ALP

    On November 30, 2017, the FAA issued a letter of conditional approval for the TAMP and Airport Layout Plan (ALP).     December 18, 2017 - City Council Shifts Support to New Terminal Location Site 1X

    On December 18, 2017, the Columbia City Council discussed Resolution R186-17 at the regularly scheduled council meeting. Council approved unanimously the resolution and instructed staff to proceed with the Site 1X terminal location, just to the south of the current terminal.     July 2, 2018 - City Council Approves Request for Proposals (RFP) for the STAMP and Categorical Exclusion Checklist (CATEX)

    On July 2, 2018, the Columbia City Council approved B98-18 and B99-18 (Requests for Proposals and authorizations) for Burns and McDonnell Engineering, to proceed with the STAMP and CATEX checklists.  RFP Adopted – R99-18 STAMP RFP Adopted – R98-18 CATEX

    September 7, 2018 - Notice to Proceed (NTP) issued to Burns & McDonnell Engineering, Inc. to Complete and Submit STAMP to the FAA

    A NTP to was sent to Burns & McDonnell Engineering to complete the STAMP and submit it to the the FAA.

    September 17, 2018 - City Council Authorizes Airport Aid Agreement with the Missouri Department of Transportation to Complete the Master Plan and ALP

    The City Council authorized an airport aid agreement with the Missouri Highways and Transportation Commission for completion of Master Plan and ALP updates for the Columbia Regional Airport. B238-18

    December 17, 2018 - City Council Supports Design/Build Method for the New Terminal

    On December 17, 2018, staff provided information on three construction methodologies to the Columbia City Council for consideration: Design/Build, Design/Bid/Build and Construction Manager at Risk. Council provided direction to staff to proceed with the Design/Build method for the new terminal.

    April 4, 2019 - Submission of STAMP Documents to FAA – STAMP Approval

    Beginning in the spring of 2019, the STAMP documents were submitted to the FAA for review and approval. On June 24 the City of Columbia and Columbia Regional Airport received approval of the STAMP from the FAA.

    April 15, 2019 - City Council Authorizes Contract with Burns & McDonnell Engineering Company, Inc. to Complete a CATEX of Site 1X

    The City Council authorized a consultant agreement with Burns & McDonnell Engineering Company, Inc. to complete a CATEX. This environmental site review for Site 1X is scheduled to be completed in fall of 2019.  Resolution R56-19 Attachment A to Resolution R56-19

    July 1, 2019 - Council Approved Owner’s Representative Agreement

    The City Council approved a contract to the Owner’s Representative, who will oversee the Terminal Project on behalf of the city.

    Summer 2019 - Architectural and Engineering Process Begins

    Creation of initial architectural and engineering design documents that will be used for the Design/Build Request for Qualifications (RFQ) process.
